It's the World Security Council that was pulling for Blonsky's release for the Avengers Initiative. Stark prevented this from happening by annoying General Ross.

No, it's Emil Blonsky who's in General Ross's custody, not the Hulk. And the agents are trying to figure out a way to get Ross to refuse to release Blonsky, as they know what a bad idea it would be to have Blonsky on the team. Sending Stark to talk to Ross was meant to prevent Blonsky's release, which was a success.

Nope. The World Security Council wants Emil Blonsky to join The Avengers, as they see Blonsky as a war hero and blame Bruce Banner for what happened in New York. They give Coulson and Sitwell 24 hours to debrief Ross on Blonsky's release, so the two agents send Stark, whom then annoys Ross so badly that Thunderbolt tries to remove Stark from the bar. Stark then buys the bar and has it scheduled for demolition the following Thursday. Blonsky remains in prison.

They blame the Harlem incident on Bruce Banner, not Blonsky. They also really hate the title of "Abomination" attributed to Blonsky. Coulson and Sitwell do indeed send Stark to debrief General Ross and he does annoy Ross to the point where the General tries to throw Stark out of the bar. Stark then buys the bar and schedules it for demolition.

@TheKisameHoshikagi here's the jist: General Ross still thinks that the Hulk is a menace and wants Abomination to be the one to join the Avengers. Fury sees what a horrible idea this is, so he gets Coulson to send Tony Stark. Stark pisses off Ross to the point where he lays off the Avengers initiantive, allowing SHIELD to do whatever they want (ie. recruit the Hulk and let the Abomination continue to rot away in the Cube).

@TheKisameHoshikagi They are talking about releasing the Hulk and they are trying to figure out who to send to convince the general to let them. The consultant is Tony Stark (Iron Man) and if you watch the after-credits scene of the Hulk you see Tony go and talk to the General about the Avengers Initiative. At the ends of: The Hulk, Iron man 1 & 2, Thor and Captain America there are clips after the credits that show Nick Fury recruiting them all to The Avengers Initiative, the film 'The Avenger
Also, annoying as he is, I don't know why you'd think Deadpool would ever be sent in as a 'consultant'. He's an assassin, and totally unpredictable.

So what I'm gathering from this is: Those in charge of SHIELD want to recruit Abomination (He does have useful skills if under control), but Coulson knows that's a bad idea, so they're at a diner trying to decide what to do. Coulson is going to send Tony Stark to General Ross to try and "recruit" Abomination. However, Coulson knows Tony is an annoying dick and Ross will do the opposite of what he wants, and not allow Abomination to join the Avengers.
This is why Tony is at the end of "IH."
