There is a latch on the handlebar, but it's held in place by steel cables that run to the rear of the frame. When the rear of the bike is folded, the cable loosens, and the handlebar becomes unlocked. It works very well. It's optional though, you can save a little money (and weight) by opting for a simple threaded knob instead of this interlock mechanism.
