Cell first form was creepy when he powered up you could see the souls of the people he abosrbed in his aura that was creepy.

OK, for everyone arguing about who's the most evil...
Frieza: Wiped out an entire species and planet out of fear; also calls the remaining Saiyans by racist and ignorant names
Cell: Drains people's energy to achieve his perfect form
Perfect Cell: Would kill everybody as part of a game - without batting an eyelid
Super Buu: Wiped out every human being on the planet just so that he could fight Gotenks sooner.
Kid Buu: Blew up the planet as Son Goku himself begged him not to
Have fun with that.
