For all the rabid pups here, I agree, Cheney as his own nation thing is preposterous but please, please do your homework first. To be classified as exempt you first must have been a non-inclusive, protected party or individual to the original law, rule, statute or whatever, now here is the important part kids....The President and Cheney are exempt by default..They are the determining agency/individuals, that's what Sec. 1.3 partially covers.
