Why it shouldn't be the No.1 because it is doing great job that is why USA is trying to force the Civil Govt. in Pakistan to take action and now a very cheap move has been made by US through floating a memo to making a ground to deal with ISI but they again failed, how can a no 4 fight with a no 1 specially when no 1 is in total command and have already proven in case of Soviet union and now its USA's turn to face the music in the same war field i.e. Afghanistan.
