In my view the first thing to do is to have situational awareness'(being aware of what is happening around you, and how information, events, and your own actions and decisions will affect your chances of survival, both now & in the near future):
Question No.1: What is going on?
Q2. How far will this go?
Q3: What to do? etc.
The questions that you may NOT waste your time with are:
Q1: Who is to blame?
Q2: How to make a 'para Internet' connection to the neighbor?
Q3: Who this neighbor could be?

@vivaloriflamme That all depends on the application. If you want a simple radio/antenna setup for emergency use, I would recommend an "Emergency CB Radio" made (but discontinued) by several manufacturers. They come in a small box with everything you need to set up in your car (magnetic antenna, cig lighter plug, & radio) and can be found for under $20. They have a reliable range of 2-5 miles in normal conditions, and can reach up to 15+ miles with some elevation and optimal conditions.
