They already crossed the legal line. Your type usually says 'if you don't do anything wrong, the police won't bother you'. So isn't it the same logic that since he isn't breaking any law, if they leave him alone there will be no confrontation? Even if you think these photographers are just attention whores, isn't the proper way to deal with them to just ignore them so they get bored?
