Looks like the state (Texas?) used "chip and seal" on the roadway. This stuff tends to break down as it ages, and the "chips" wear to a polish. When it rains; some of the compounds, not liking to mix with water, tend to lubricate the surface... and we thought black ice was slick! The auto looks to have preceeded the truck in "ballet". The tires on the truck failed to even attempt a bite. Is chip and seal really a safe and cheap alternative to resurfacing?
