Because not everyone gets the "Texas Air," even when there's lots of extra space in the box. Thus, many consider it to be an optional item.

Back in the old days you could get a bag of crap hours and hours after it was initially posted. Now I get mine mostly during Woot Offs. The trick is to only order one crap, that saves a lot of time during the order process. Also over the last few years they have posted the Bag of Crap on Christmas morning.
