Wall Street Bull Real Facts (cribbed via wikipedia): In an act of guerilla art, sculptor Arturo Di Modica installed his famous "Charging Bull" sculpture in front of the New York Stock Exchange in December 1989. It was meant to symbolically (magically?) reinvigorate the economy after the 1987 market crash. The police impounded the 7,000 pound bull but after a public outcry it was reinstalled in the Wall Street area. It's still considered to be on-loan to the city by the artist.

He was referring to your "bull" as the Golden Calf in the book of Exodus that the Jews built out of their jewels to worship as the grew impatient waiting for Moses to return from Mt. Sinai. If you are familiar with that story in the slightest then you should understand & appreciate the metaphor.
