LTX power lock-out

Can lock out the ability to turn off (or on) the LTX tagger... reducing even further the chance to cheat in the LTX LTAG ('solo') / TTAG mode.

In response to Winjammer, redbyrd and partytagger... The hardest part is getting the right sized key'ed SPDT (optionally with center off) switch. That is #1 the hardest part! I will put more information together soon.. I might even tell the local store where I got the switch that there might be a "run" on that particular model of key'ed switch!
