you arent going to get a shock from a 12 volt battery it takes 50 volts to pas through the skin and be noticible.

is it possible to connect the solar panels to the national grid system so when your not useing any power it can be pumped into the system?

you can use a voltage regulator.
Use two 12 volt batteries in series that gives 24 volts.
When the voltage drops below 12 volts the regulator will automatically shut off the circuit.
