I guess you could also break contract if the person quits before the agreed time with the company. But who quits their job so the other guy doesn't lose theirs? I think in the end we usually look out for #1.

You realize that by law these companies must pay the severance because it was part of the contract. The only way to break contract is to go bankrupt. Since the government didn't allow bankruptcy, these people still got to follow through with their ridiculous contracts. In this case I would blame the government for being stupid about this before blaming these companies.
