The Brass in the US military have always been beaurocratic and slow to learn. They are more interested in preserving their careers than accepting reality.

The cruise missile (with some of them now supersonic") have made carriers obsolete.

Dang, 6.8 billion and counting!!! The US has an arms budget bigger than the next 9 countries combined. Also, aircraft carriers as an offensive weapon are obsolete. Just do a wiki on the "Millenium Challenge 2002" exercise held to showcase US naval technology. In a stunning upset the opposing side, lead by General Paul K. Van Riper, sank the US fleet and rained on their parade. The US top brass then demanded a rule change in the middle of the exercise. Also google "You Sank my Carrier"
