The USA has technology, sadly a lot of them use that technology poorly that's why they end up shooting clearly marked friendlies. None the less, they fight this way to minimalise friendly casualties and maximise the damage done to the enemy. Simple.

Tie credit histories to job qualifications so that they can't increase income
Modify judicial system so that lower classes are flagged "felon"
