Well, for the most part, it's not a TG series.
Birdy and Senkawa have their own separate bodies, Senkawa just is stuck relying on Birdy for providing him with his until the real body is restored and he can go back to living independant of her charity.

Kinda/sorta.
The story is about Birdy , an extraterestrial police unit who deals with alien criminals from around the galaxy.
On the job, she accidentally kills Tsutomu Senkawa. To make up for her error, Birdy is forced to share her form with Senkawa. Now the two of them have separate bodies and minds that occupy the same space.
Now Birdy allows Senkawa to use her body as a substitute. But when situations arise that require her involvement, Birdy takes over.
