I dont know what this song is called but this OVA was made as a vehicle for a freshly debuted idol singer called Hironobu Nomura. He voices Bobby in the film and also sings this song. Hope that helps!

it was actually a novel before it was an oav. in the novel it's more emphasized that he's a surfing enthusiast than a motorcycle one
