I don't like the way this guy keeps qualifying witnesses, if you’re poor or uneducated you can't be a witness to, or experiencer of something wonderful? Conversely if you're a pillar of the community you can’t be delusional or a liar? I don't think ones social status should enter the equation.

could visit mr menger and of course they knew everything about him which impressed him a lot and because of the potential to jump through time they could tell him about the near future and what will happen (;-))!!

so the real ET's are the orion group which gave the military the technology to jump in time. so mr menger had no no ET contact but contact to the real level of earth humans technology and what our possibilities are for real - technological!!
