At this point the OP probably ripped out everything Insteon and went to UPB

This looks to me like your switch has a pairing to a device that doesn't exist. I get those delays too if I pair a switch to a portable device (i.e. a switchlinc in a tabletop enclosure) and then unplug it. If the remote device is present, this does not happen. During that delay period the switch is waiting for the acknowledgment from the other end, which it's not getting. Do a full factory reset to clear out all links. I have bought switches that had unexpected links already in memory.

Sorry for the boring video. It is only meant to be a demo of how these things fail. A number of people, apparently including the manufacturer, don't seem to think that this can happen. This switch is less than a year old. I had replaced one in this location at my expense already. This was the 12th switch to fail out of the 47-ish that I purchased. The product only began shipping around 2 years ago.
When they work, they're fantastic. But when they die young, it sucks.
