This film highlights the direct benefits of more efficient local governance on people's lives. For the villager's of Hor Kong, Saravane province, 800kms south of Vientiane, a new road means they can sell their produce at the market all year round, even during the 5-month rainy season.

The villagers voted for the new road as a development priority and with support from the District Development Fund (DDF) finances were transferred from the central to district level. The DDF is one component of the Governance and Public Administration Reform Programme (GPAR) that is active in 6 provinces of Lao PDR. In 2012 a new GPAR programme will start to further promote better and more efficient governance.
