@pacmanindy. By 1975 when this song was a hit the 1967 Sexual Offences Act had decriminalised homosexuality,in England and Wales. I think the Q-U-E-R was to make the song 'scan' correctly....but what do I know?

He misspelled "queer" to satisfy BBC censors. "Queer" is a gay reference. At that time, it was a crime to be gay in Britain. Laws have changed. Now there are gay marriages in Britain and various parts of Europe. Too bad that there are no legal gay marriages in ALL of the United States.
