On 20 August 2009, the State Minister for Science and ICT Architect Yeafesh Osman inaugurated a Community electronic Center (CeC) in Akhaura in Bramahnbaria district. The e-Center has been established under the project Empowering Rural Areas through Community e Center . The project has already established 5 CeCs in 5 upazillas in Brahamanbaraia, Sunamganj, Rangpur, Bagerhat and Kishorganj district. The Project aims to reduce poverty, empower communities, and improve the quality of life by increasing ICT connectivity and accessibility in rural areas in the SASEC countries. said State Minister for Science and ICT.

During the inauguration of the CeC in Akahura , the State Minister for Science and ICT also joined in a video conference attended by the MOSICT officials at the Bangladesh Secretariat including Secretary of the Ministry, Mr. Abdul Awal. Majumdar. The participants of the video conference discussed the role of CeC in realizing the dream for a Digital Bangladesh. The Community e Center will bring benefits of the digital Bangladesh to the doorsteps of rural folks in the country. said the Secretary of the MoSICT during the video conference.

The project intends to utilize Information and Communication Technologies (ICT) via CeCs for socio-economic development of the rural communities in Bangladesh, Bhutan, India, and Nepal under the South Asia Sub regional Economic Cooperation (SASEC) program. said Mr. M. Nezuddin , Joint Secretary of the MoSICT. The executing agencies are Asian Development Bank (ADB), and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP). In Bangladesh, the implementing agency is the Ministry of Science & Information and Communication Technology (MoSICT).

Each CeC is equipped with 5 Desktop computers with LCD monitor and unlimited wireless internet connectivity, printer, scanner, multimedia projector, web cam, Instant Power Supply etc. The project has utilized abandoned building/rooms and Upazilla public library owned by the government and located within the Upazilla Complex or adjacent areas as a venue for the CeCs. A CeC Manager for each center has been selected through a competitive process who will manage and run the CeC in collaboration with a CeC Management Committee headed by Upazilla Nirabhi Officer and composed of representatives from the local communities and government departments, schools/colleges, etc. The e Centers will offer paid ICT services such as internet browsing, web conference, emailing, ICT training, access to contents on agriculture, health, education and livelihoods at affordable costs. Schools students will have free access to the centers in selected days and time.

The inauguration ceremony was also attended by local Member of Parliament, Upazilla Chairman, Mr. Abdul Matin, Senior Assistant Chief of MoSICT and representatives of Asian Development Bank. More than one thousand community members attended the launching ceremony at the Upazilla Complex Auditorium in Akhaura.
