It's powdered acrylic. She's able to make the perfect balls because she always gets rid of the extra liquid on the brush after dipping into the acrylic. That's why she has a paper towel there to get rid of the excess liquid so that the acrylic won't be runny but just right. It's take a bit of practice to get the consistency right.

i found this video on another site and there they said this thing you do the flowers with is called "mixture" but if i search for mixture i can't find it, so if it got a real name would you please tell it to me? and is it acryl colour?
and you must practise a lot, i often hear people say this is really hard to work with these colours...so good job i like the nails.

i make the 3D arts by acrylic polymer and acrylic monomer. we call it "mixture".
