When a canard plane wont pull out of a dive the usual reason is that the canard has stalled, which is often caused by having the CG too far forward. It can also be due to the canard being too small but it looks plenty big enough on this one.

hmm, from what I can figure out, try making your elevons/ailerons wider. They could be in the wake of the canard. Also, if you're running pure ailerons, it wouldn't hurt to use them as elevons in conjunction with the canard. Also, if full throttle made it worse, your thust line could be slightly high, pushing the nose downward. Also rudder control wouldn't hurt :P
