Controversy surrounded a meeting of the London Fire and Emergency Planning Authority on 18 March 2010. Deputy chair Bertha Joseph, a Conservative, remained in place despite having been banned as a councillor for financial impropriety. At this meeting, Joseph had the casting vote over the mayor of London, Boris Johnson's, budget which involved half a billion pounds of taxpayers' money.

Minutes after the meeting concluded, Joseph resigned.

Critics argued that Johnson refused to sack his fellow Tory because he needed her in place to get his budget through.
