Is the JG a ROTC instructor or a stash?

We are poking fun at a LTJG NROTC instructor. The person in the video is not actually a Navy officer.

I get that she is a mid. But I have never heard of a JG instructor. How did the JG get that gig? Usually dont get away from your fleet tours until your a full LT. Its funny, the names and faces have changed but the shit is still the same.
