It's the Constitution (not election laws) that say that. But Obama isn't naturalized, he's a natural born U.S. citizen.

Under the election laws even a " Naturalized" citizen is ineligible to hold the office of Presidency of the U.S.A.

For Presidency, "natural born" also takes into account the citizenship of both parents. The President of the USA cannot have loyalties to any other country BUT THE USA.
