Later in the flashback sequence, it was revealed why Bartlet was such an a-hole to his staff: He was sacred sh*tless that he could actually win. He only got in the race to make some points and raise some issues. When he became comfortable with the concept of being the Democratic nominee, he let his warmer side show, by offering to go with Josh to Josh's dad's funeral.

The point is he left NH early because he is going to win NH by such a large margin.... Hoynes likely didnt even get to the 15% threshold to get even a single delegate from the New Hampshire allotment.
One of my favorite episodes where CJ throws a hissy fit at Josh in a One Flew Over The Cuckoo's Nest type argument, the dictatorial leader of the web site, who chain smoked while wearing a moo-moo was Nurse Ratched, Josh was McMurphy and CJ was Chief...what it was called...no clue...probably something to do with Cuckoo's Nest
3rd in Iowa. Not "doesn't campaign" but FIRST in NH, 2nd in SC. And he's pretty much got most of New England locked down. The media loves a scrap and they love a dark horse. Once it's just him and Hoynes I don't think he'd be out of the spotlight. Especially since Hoynes is a (I assume) blue dog democrat whose got no pull in New England, New York and the West Coast.
He actually said "What's next" while he was a Governor, in the season 3x10 episode H-Con 172. The explanation however, is accurate to being made known in this episode.
