If you want a deeper meaning to this here it is

This represents a 'Person' of whom is greedy and thirsty for more power. There rise in power devisates the populous spreading from small pockets to a larger population. They gain such overwhelming that they not only destroy everything but set the world back a few paces. Eventually though, their rule begins to weaken till eventually total collapse. After this is a state of blissful peace in which everything must start over from scratch.
