The scripture you quoted you have taken out of context. If you were to read the whole passage it is referring to the Kings and Priests of Israel as anointed ones, as well as the entire nation of Israel. The word touch in the Old Testament in Hebrew was naga which meant to beat, or to physically harm any believer. It does not mean that we are not to criticize doctrine or to not publicly rebuke others false teachings and practices. It means that we are not to physically harm any believer of Christ

All God's elect are "anointed!" There is NO RANK on earth. There is NO SUCH THING as healing-on-demand.
