I'm from South Australia our aircraft use both foam and retardant.
At a large fire in 2009 had an erickson skycrane helicopter drop a load of water and foam right next to our appliance and there was a copper with his window down about 50 metres down the road. Half filled his car up full of foam cause the wind caught it and blew it into the car.
Was funny when this white copper steps out of the car and we are all sitting under the truck lol. Priceless!! :P

They didn't get hit by "water"... they got hit by the bambi bucket... it tool out their windshield. Lucky they weren't injured.
The smoke seems to have done a decent job of obscuring the truck until just before impact. (although poor visibility is all the more reason to fly a little higher.) These are the kind of incidents you want. No one hurt, nothing completely destroyed. Just a severely bruised ego, and lots of witnesses.
