Had the same problem with that mofo Urag. Solution: Finish first The staff of magnus and The eye of magnus quests and then talk to him again...worked for me!!!

By completing quest The Eye of Magnus you'll be able to return his book to him.

@CowHoofOnAHotPlate Let me guess you have the console version? If your pc is capable, just get the pc version. I have a pirated copy that's not even patched and I've barely found any bugs. The pc version is a lot less buggy. And even if you do find some bugs you can debug it easily by reading an online guide. You can also use mods and the pc version has better graphics. I know I sound like a pc elitest but I'm just saying what's true, the pc version is superior in every way.
