After getting all 16 badges you'll have to talk to Professor Oak. He will then give you permission to enter Mt. Silver. At the end of Mt. Silver you'll face the strongest trainer, Red. All his pokemon are above level 80 and I had quite a hard time taking him down. Also his Espeon has been changed to a Lapras

Upgrade Little Edit: So people would stop asking. YES you can battle him again just beat the elite four again and Red will reappear and NO his team doesn't change it will always be the same.

I had just got my 16th badge, and I was the Champion of the Pokemon World. But then, there was a rumor that there was a trainer, waiting at the peak of Mt. Silver, waiting for a challenger truly worthy of his skills. So I ventured there, with my Level 70 Nidoking, Typhlosion, Arcanine, Rhydon, Tauros, and Lugia, and reached the top. I noticed a trainer, waiting just like the legend says. I apporached this trainer eagerly. And the battle theme starts. And I shit my pants O.o

It was one of the hardest battles of my life. After beating Blue, the 16th gym leader Professor Oak called me to his lab. He said I was worthy of training at Mt. Silver. I was pumped. Then I called Blue. I said I could go to Mt. Silver. He said his rival Red, took away his champion title three years ago. I was surprised. So I rushed up Mt. Silver. And at the final floor, stood a teenager in red clothes. I walked up to him. He said nothing to me. I eventually crushed him. End.

@sacatranca Your basing your information off of fire red by the sounds of things.  If you go by the Manga (like everyone else here is) Blue is the counter part to Gary Oak.
