Yes it's part of the pnf (proprioceptive neuromuscular facilitation) technique. To first contract the muscles that you want stretch. In this case Alysia is contracting her toe flexors then stretching them.

Probably not anytime soon. That position is less about the foot/lower leg and more about the muscles/fascia of the anterior hip joint. Try searching advanced Yoga for that position.

This video is primarily targeting people who have no idea that a foot stretch needs to include the toes. Usually they are in so much pain and so tight that the modified versions are difficult.
