it is a good question. These vanishing points normally can be determined by the objects' position based on the horizon line. Sometime the positioning of vanishing point change above or below horizon line especially when you draw ramp or staircase.
I know this is probably a dumb question but how do you know how many perspective points your drawing is going to need and you always keep the points on the horizon line right?
