Yesterday I went to a church for this Russian thing (cuz I was adopted) and this guy he help children in Russia soooo when I grow up I'm going to try to help them just like he is doing every day

Yes, this town is in the Kaliningrad Oblast. Before WW II it was called Tilsit. (German) Now the town is called Sovetsk, a Russian given name.

This is in the area known as Kaliningrad. It is cut off from Russia proper and is between Poland and Lithuania.
