I think a lot of it has to do with how far away the audience are - which you can see when TP goes to the front of the stage to try and get them going - and the enormous cameras they had in those days which are getting in the audience's view. This is the last number in the show and the only one where TP (though he tries really hard all the way through) gets any response at all.

This is at the Old Grey Whistle Studio in London, England. I think all they were all still trying to decide at that time if cheering an American band would be considered "cool" or not, since in the years just before this Britain grew tired of most American acts.
