No, genre-wise this is considered post-hardcore. I'm sure some people would consider it "emo", but those people are stupid and usually uninitiated to the genre.

Also, do not confuse this with the shitty post-hardcore that is listened to some commonly today. This is the roots of the genre, and "screamo" came later and fucked over all the good bands like ATDI.

If you are talking about the DC music scene and bands like Rites of Spring, yes. If you are talking about dudes with angular hair cuts and eye liner, no.
