I'm also wondering where was the footage taken, guessing given the large body of water its one of Lysterfield Lake or Cardinia Reservoir.
On a side note apparently a major fire on Black Saturday (and a potentially large death toll) was prevented in Upper Ferntree Gully was prevented thanks to Elvis being nearby
