@Choochoobird It was animated by TMS (Tokyo Movie Shinsha), who had done work before for Tiny Toon Adventures, Animaniacs, and Batman: The Animated Series. They are not owned by Warner Bros., they are a Japanese animation studio. Many 90s American cartoons outsourced to foreign animation studios, and TMS did, in fact, also do animation for Sonic X, as well as those American cartoons that were previously mentioned. And yes, they animated this cartoon, as well.
