Interesting how white politicians characterize welfare abusers as urban and black when there are severe abusers of the system who are white and rural, and, appearantly, protected by the government.

You Can Never Leave, Bishop of Bountiful, Damned to Heaven, Banking on Heaven, there are several. I think the first is a match. It was Anglia TV out of the UK. CBC TV in Canada did two followup remakes.
