The impression I had was that since the protoss worship the Xel-Naga as gods, they might call anything the Xel-Naga built a "temple" even if it isn't one. Thus, the facility we see here might be what the Xel-Naga called a "Planetary Defense Outpost," but the protoss would see it as a structure of religious significance simply on account of its origins.
Well, there are a few definitions on what exactly qualifies as a temple, including: A building reserved for a highly valued function, and Something regarded as having within it a divine presence.
Either of these would work with the building in question, here.
