As to lyrics ~ best I could suggest is to search on the website of Didier Thunus of Belgium. Didier is a world authority on Morricone. His website can be located as: chimaiDOTcom (using of course the punctuation point!)
There is a good chance you could find the lyrics there in Didier's near-exhaustive databases.

Yes, as Peter says, "La Cuccagna". The original vocalist was Luigi Tenco who also acted in the film.
English titles (although I've never seen it and don't expect to) are 'Girl In a Million' or 'The Land of Plenty'.
