The Soncino edition, the Steinsaltz translation, and yet another edition are all available in English and may be purchased by ANYONE who has the money to shell out for twenty voluminous volumes of legal literature which is what the Talmud is. It's also impossible to come to a conclusion by lifting something out-of-context from that huge mass of literature.
