I work in a daycare, and if someone we don't know is to pick up a child. they have to say a password that the mother of father or guardian has agreed to.

He should be locked up. Yes he has a mental problem. But if he's going to abduct kids then their safety should come first. people who commit thee crimes usually do have some sort of mental problem. If he'd killed the child, which he may do in the future. they have had this warning. lock him up for life. imo.
