Well people in general can be hesitant to take anything. Can range from shy to cautious. But then again maybe giving through a charitable events would make more sense than randomly giving out food.

a man putting a flower garland on a woman is sort of a marriage sign, so thats probably why it was refused. If you handed it to her, she'd prolly take it.
