If you are Korean, you know the official government policy under General Park: Screen, Sex, and Sports. People are hungry for these. It keeps their minds occupied, so they stay out of politics.

@CloeBuckingham Drift nets are banned in international waters, but within the EEZ waters of a country, they are free do do as they please with them. Many countries still use drift nets, including China, Japan, the United States and the European Union.

Sure, some whales can hold their breath for up to two hours, but if they are coming UP for air AFTER being under for 2 hours, then they'd die pretty quickly.
