@3:20 David was talking sense and bullshit at the same time, and he knows it. Jane-Finch got so populated originally because this is where alot of immigrants moved to. If you toke a good look around the neighbourhood, large buildings such as Tobermory, San Romanoway, etc, where all built so that they can pack in as many people as possible, and with everybody being in their space, things started becoming hostile, which is how the whole 'Crabs-In-A-Bucket' thing started.
