The other day I decided I wanted to play my old copy of Sonic CD on my PC. Unfortunately, it didn't run under Wine (Windows compatibility layer for Linux) or my Windows 7 VM. I spent a few hours last night hacking on it in OllyDBG until it did.
Since it still won't run properly in 32bit color mode, I'm likely going to have to make a stub for GDI32 to translate the calls meant to write to an 8bit display.
Original music had to be removed, replaced it with something random.
You call hacking to change the resolution of the screen?

the only thing to gain out of playing the pc version is souped up cinematics.

use kfusion the sega emulator then download sonic cd's iso file then set up the segac cd plug in then it may work

you could do all of this or you could buy the original sonic cd game for the sega cd, put it in your computer and use Kega Fusion to play it on your pc (you'll need to download the sega cd bios also). It'll work on all modern day os's
