Why does Satan get the special exclusive treatment? Satan to begin with chose out of full understanding to fight against God, by doing so Satan now can willingly, with maximin understanding fight against the God that he knows he will lose against. God therefore uses Satan to do His will.

The Devil doesn't rule over hell, God RULES over hell. Those who are if hell, suffer beside demons, not because of demons. And Satan, he too will suffer with those in hell.
